Serbian modal verbs express obligation (morati), ability (moći), permission (smeti), desire (hteti), and necessity (trebati), typically taking da + present clauses.
In Serbian grammar, *Modal Verbs (Modalni glagoli) modify the attitude of the speaker towards the action (obligation, permission, capability, willingness, or advice). In contemporary Serbian, they predominantly combine with the da + present tense* construction rather than the bare infinitive:
1. The 5 Core Modal Verbs: - morati (must / to have to): denotes strong objective obligation or logical necessity: Moram da radim* (I have to work), Svi moraju da poštuju zakon (All must respect the law). - moći (can / to be able to): irregular present (mogu, možeš, može, možemo, možete, mogu): denotes physical ability or opportunity: Mogu da pomognem (I can help), Ne mogu da dođem (I cannot come). - smeti (may / to be permitted to): denotes permission. In negation, ne smeti denotes strict prohibition ('must not'): Ne smeš da pušiš ovde! (You must not smoke here!). - hteti (to want / to intend to): denotes active desire or intention: Hoću da učim (I want to learn). - trebati (to need / ought to / should): in standard Serbian, modal trebati is strictly impersonal in 3rd person singular: Treba da krenemo (We ought to leave), Trebalo je da dođeš* (You should have come).
Crucial Negative Contrast: - Ne moraš da ideš. = You do not have to go (no obligation, optional). - Ne smeš da ideš! = You must not go! (strict prohibition!).

Moramo da završimo ceo naučni izveštaj pre sutrašnjeg sastanka komisije.
We must complete the entire scientific report before tomorrow's committee meeting.
U ovoj univerzitetskoj čitaonici ne sme da se glasno razgovara telefonom.
In this university reading room, one must not talk loudly on the phone.
